CPS’ founder and director Carl Collins is a former senior child protection investigator, team leader and departmental children’s court prosecutor with DHS Protective Services in Victoria. He was also the co-founding director of CACET Global (Child Abuse Consultancy Education and Training), providing training and consultancy to schools, colleges, welfare agencies, government and non- government agencies as well as police forces throughout Australia, the Asia Pacific region and the United Arab Emirates for over a decade.

After concluding a seventeen-year career with Protective Services, Carl became the Associate Minister of the Marion Church of Christ in Adelaide where he worked for a decade. Since then, Carl has focused on providing child protection training and consultancy services to a number of mainstream church denominations and church-affiliated organisations.

His main objective; protecting children and making churches and organisations safe.

In July 2017 Carl launched CPS in order to focus on a more specialised and strategic range of organisational child protection training and consultancy services for a more selective range of church-based and church-affiliated organisations.

Carl is in high demand by a number of Australian based church denominations as a trainer, consultant and child sex offender profiler. Carl specialises in consulting with churches who have become aware of a convicted child sex offender, or suspect that they may have a potential child sex offender within the church.

Since the establishment of CPS, Carl has intentionally streamlined operations in order to specialise in more strategic areas of child abuse training and consultancy and engages independent consultants who specialise in their respective fields.
